JXMapViewer: Waypoint Rollover example code side effect/bug?

I'm trying to place a component on a country. I looked at the sample code that Joshua provided at

When I tried it, I noticed the following: when the cursor gets close to the island of Java, the label "Java" appears as desired. But before the label appears in the correct location, it also briefly flashes visible east-north-east of that location - maybe for 1/10th or 1/100th of a second. Has anyone else noticed that?
More importantly, can someone provide any suggestions on how I could modify this code to ALWAYS show a component next to a geographic location? I'm not terribly talented when it comes to doing all these transforms between geographic, "world", and "screen" coordinates to determine whether the label should be shown.
